By providing sample victim services drills, tabletop exercises, and functional exercises, this guide is intended to assist communities in incorporating victim services into their emergency management exercises. Baseline After-Action Review processes are also included. The guide is aligned with the Federal Emergency Management Agency (FEMA) Homeland Security Exercise and Evaluation Program (HSEEP) Doctrine and is designed to be edited and adapted based on the specific needs of each jurisdiction.
